Susan J. Lewis, Ph.D., J.D., is a multi-credentialed mental health professional, with the unique combination as a licensed psychologist, forensic psychologist and attorney. She has over 25 years of experience in clinical practice with unique populations that have included female sexual offenders incarcerated at a woman’s prison, self-injurious individuals, forensic patients and individuals who suffer from severe and persistent mental illness. In addition to clinical practice, Dr. Lewis has served in leadership roles as clinical director, program manager, supervisor for psychiatry residents and post-doctoral psychology interns. 

Currently, Dr. Lewis teaches courses on Law and Ethics in Mental Health that are state specific to the laws of each state. She has also lectured nationwide on the DSM-5® and differential diagnosis. She taught courses at Harvard’s Extension School and Northeastern University on The Psychology of Criminal Behavior. She is the author of Legal and Ethical Issues for Mental Health Clinicians: Best Practices for Avoiding Litigation, Complaints and Malpractice (PESI, 2016) and her latest book From Deep Within: A Forensic and Clinical Psychologist's Journey (MacMillan, 2018)

A sought after consultant, Dr. Lewis works with attorneys on controversial issues such as dangerousness, competence to stand trial, criminal responsibility evaluations, and civil and criminal commitment. She works with attorneys on strategies of how mental illness might impinge on legal decision-making. Dr. Lewis has been adjudicated an expert in almost all of the district and superior courts in Massachusetts. 

Her extensive clinical experience makes her a hands-on, knowledgeable instructor. She is engaging and has a wonderful sense of humor, which she brings to her seminars.

LOIS FENNER, R.N., M.S., Attorney at Law, is an honors graduate of the University of Maryland School of Nursing Graduate School and the University of Maryland School of Law. She is an attorney and Registered Nurse, Certified Clinical Specialist. Ms. Fenner is a member of the Maryland Trial Lawyers Association, The American Nurse Attorneys Association, Women’s Bar Association, past president of the Monumental City Bar Association, Phi Kappa Phi and Sigma Theta Tau Honor Societies and the National Exchange Club.

She has been recognized by the Alliance of Black Women Attorneys with the 1997 Distinguished Women in Law Award, the Baltimore Marketing Association Harold Young Leadership Award in 2000, and the Baltimore County Diversity Award in 2001. Additionally, she is a three-time recipient of the Daily Record’s Top 100 Women in Maryland Award, and has been recognized as a Baltimore Business Journal’s Who’s Who in Law in 2003.

She was selected as one of the Super Lawyers in 2009 and 2010. Her practice focuses on medical litigation and health care to include medical malpractice, personal injury, accreditation, workers compensation, wrongful death and licensure issues.

Allan M. Tepper, J.D., Psy.D., is engaged in the private practice of both law and psychology in Philadelphia, Pennsylvania. As a psychologist, he specializes in forensic matters and has testified on numerous occasions in cases involving civil, criminal, domestic relations, and death penalty issues. As an attorney, he has extensive trial experience, including the representation of mental health professionals in ethics and licensing board proceedings. He has been an adjunct faculty member at Widener University in the Institute for Graduate Clinical Psychology, and at the Philadelphia Chapter of Great Lakes Colleges Association, and an adjunct assistant professor at Immaculate College, Graduate School.

Dr. Tepper conducts ethical training for mental health professionals throughout the United States and is well-known for his engaging style. He publishes frequently in the areas of law and psychology. He is co-author of Pennsylvania Law and Psychology - Third Edition, and Pennsylvania Law, Ethics, and Psychology - Fourth Edition. Ms. Daly has also represented patients who have brought claims of extreme professional boundary violations against organizations and individual practitioners. Additionally, she has substantial experience providing risk management advice to mental health professionals. Ms. Daly recently completed a six year term as a member of the board of directors of the National Alliance on Mental Illness of New Hampshire. R. Alan Powell, JD received his Juris Doctorate from the University of South Carolina School of Law, and his undergraduate degree also from the University of South Carolina.  Mr. Powell is General Counsel for the South Carolina Department of Mental Health (SCDMH).  Mr. Powell supervises the Office of General Counsel, including its several attorneys, law clerks, SCDMH Risk Manager, and related administrative personnel.  Mr. Powell otherwise advises and represents SCDMH, its officials and employees, facilities, and programs statewide.

Mr. Powell has presented numerous seminars for SCDMH staff and other public agencies, as well as the S.C. Association of Counties, S.C. Hospital Association, S.C. Bar Association, S.C. Probate Judges Association, S.C. Criminal Justice Academy, S.C. Sheriffs Association, and local hospitals.  Mr. Powell has provided training through SCETV broadcasts and the SCDMH/USC “Emergency Department Crisis Stabilization Training” DVD Series. 

Mr. Powell also serves as Assistant Professor, Department of Neuropsychiatry and Behavioral Science, University of South Carolina School of Medicine.  In this capacity, Mr. Powell provides instruction to residents, students and fellows on medical-legal topics in forensic, emergency, child and adolescent, and general psychiatry and behavioral health.
